Displacement, conflict and life: Legacies of impunity in present-day Timor-Leste and Indonesia

Twenty-five years have passed since the Dili massacre on November 12th, 1991 that sparked international outrage toward the Indonesian occupation of Timor-Leste (formerly East Timor). The event had also generated international solidarity, including from Germany, which helped garner the necessary pressure that eventually led to an UN-supervised referendum in 1999. Today, fifteen years after the restoration of Timor-Leste’s independence, the young nation is establishing itself as part of the world community. Yet, the legacies of past violence continue to shape the everyday lives of the East Timorese. On the Indonesian side of the border live thousands of former refugees away from and shunned by people in their homelands. Whereas those taken away from their families as children are seeking reunification, often not knowing where to start. Within the country, victims and survivors of past human rights violations continue to call for justice.
Some questions thus emerge: how far committed are the governments of Timor-Leste and Indonesia today in resolving issues from the past, particularly with regards to implementing the recommendations put forward by the truth commissions? What are the implications of enduring impunity on social life and the larger sociopolitical context? And, what local or non-formal initiatives have emerged to deal with these implications?
